Age verification laws vary by jurisdiction, industry, and content type. Understanding each regulatory framework is the first step to building a compliant platform.

GDPR — EU General Data Protection
Article 8 requires verifiable parental consent for users under 16 (member states may lower to 13). Any platform processing personal data of EU residents must document the legal basis for age-related processing under Art. 6 and Art. 9.
UK Online Safety Act
OFCOM requires "highly effective" age assurance for platforms publishing pornographic or harmful +18 content in the United Kingdom. Document-AI and Verify-AI meet the highest OFCOM tier. Non-compliance carries fines up to 10% of global annual revenue.
EU Digital Services Act
Very Large Online Platforms (VLOP) must implement age assurance measures for adult content under the DSA. The regulation covers platforms with 45M+ EU monthly users, but sets the enforcement precedent for all online services operating in European markets.
COPPA — USA Federal & State
The Children's Online Privacy Protection Act prohibits collecting data from users under 13 without verifiable parental consent. States including Utah, Texas, Arkansas, and Louisiana have expanded mandatory age verification to cover all users under 18 on social media platforms.
AVMS Directive — EU Audiovisual
